Decisions
Council meetings are open to all. Members of the public are very welcome and encouraged to attend meetings.
Full Council is made up of the Mayor and all 24 councillors who represent 8 wards in the city. These councillors regularly meet as a Full Council and are chaired by the Mayor.
Only Full Council can make decisions about the following issues:
- Setting the precept
- Borrowing money
- Making, amending or revoking Standing Orders, Financial Regulations or this Scheme of Delegation
- Matters of principle or policy
- Any proposed new undertakings
