Community Infrastructure Levy

Community Infrastructure Levy (CIL) funding is available to support projects that help deliver infrastructure required as a result of growth and development within Salisbury.

Under the Community Infrastructure Levy Regulations 2010, CIL funding may be used to support the provision, improvement, replacement, operation or maintenance of infrastructure, or other measures that support the development of an area.

Salisbury City Council welcomes applications for projects that demonstrate a clear link to supporting the development of Salisbury, mitigating the impacts of growth, or addressing increased demand arising from new housing and development.

Examples of projects that may be eligible for funding include community facilities and buildings, parks and open spaces, recreation and sports facilities, walking and cycling improvements, accessibility improvements, highway and road safety schemes, environmental and biodiversity projects, public realm enhancements, and heritage and cultural infrastructure.

The Council operates a three-stage application process consisting of:

1. Gateway / Expression of Interest stage

2. Full Application and Assessment stage

3. Decision-Making stage

Applicants are encouraged to discuss potential projects with officers prior to submission to ensure proposals are likely to meet the objectives and eligibility requirements of the Community Infrastructure Levy programme.

The Community Infrastructure Levy (CIL) is a charge which can be levied by local authorities on new developments in their constituencies to help them deliver the infrastructure provision needed to support these areas.

In accordance with Regulations 59A and 59B of the Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019, Wiltshire Council, as the local authority, must pay 15% of the levy collected to the relevant parish council. Salisbury City Council must use the receipts passed to it by Wiltshire Council to support the development of the parish council’s area by funding the provision, improvement, replacement, operation or maintenance of infrastructure.

Regulation 121B requires a parish council to prepare an annual report for any financial year in which it receives CIL receipts.
